Tom Lowe is the Fulton County Commissioner representing District 4, which encompasses Buckhead, Sandy Springs and part of Roswell.
The Board’s longest-serving member, Commissioner Lowe was elected to the first of his nine 4-year terms in 1974. His most recent re-election was in November 2006. From 1983 until 1989, he was Commission vice chairman.
Commissioner Lowe served 15 years as a member of the Atlanta-Fulton County Water Resources Commission from its inception in 1986, and served as chairman in 1990, 1991 and 1996. Additionally, he has been an active participant on the Atlanta-Fulton County Recreation Authority since 1991. He has served in various capacities, including vice chairman in 1992, 1993, 1995 and 1997. He was chairman for 15 months, beginning February 1994. He was vice chairman of the Fulton County Pension Board from 1983 to 1989.
A world-class skeet shooter and member of the National Skeet Shooting Association All-American Team, Senior Division, Commissioner Lowe was instrumental in the development of the County’s Wolf Creek Skeet and Trap Range, which was the site of the 1996 Olympic shooting competition. The facility has been renamed “The Tom Lowe Shooting Grounds” in his honor.
After graduating from Auburn University with a degree in civil engineering, Commissioner Lowe worked in heavy construction of highways, railroads and earth-filled dams. In 1957, he organized Lowe Engineers Inc., which is still involved in the planning, design and construction supervision of civil engineering projects throughout the southeast. Since retiring from his company, Commissioner Lowe has been a developer of commercial and industrial properties in metro Atlanta.
Commissioner Lowe and his wife, Bettye, a former state representative, have long been active in the Republican Party. They have two sons, two daughters, and seven grandchildren.
