In 1990, Congress passed the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act to address unmet needs of the HIV/AIDS population. The U.S. Health Resources and Services Administration makes grant funds available to the Chief Elected Official of the city or counties that have the most HIV/AIDS cases.
