The Division of Population Health conducts and supports evidence-based processes and programs in the Department of Health and Wellness. Efforts are focused on health determinants affecting the entire population of Fulton County rather than only ill or high-risk individuals. The Division does this by collecting, analyzing and disseminating information such as data or statistical health reports, through internal program evaluation, through population based health promotion/disease prevention programs and by supporting public health research. The programs under Population Health are: Epidemiology, Program Evaluation, Public Health Liaison, Safe Kids, Public Health Institute and Health Promotion Initiative.
The Office of Epidemiology conducts mandated surveillance and reporting of more than 75 notifiable diseases and medical conditions. In addition, this program conducts disease investigations and institutes appropriate interventions in order to prevent secondary cases and outbreaks. Epidemiology provides consultation and education on these diseases and works closely with County, City and State government agencies to enable appropriate public health follow-up for patients, contacts and medical care providers. Program Evaluation reviews and assesses departmental programs effectiveness and efficiency. Reports are written giving a description of each program and the services that are provided. An analysis of each program’s impact on the community and information regarding the strengths and weaknesses of a program is provided for decision making regarding program needs or improvements.
Public Health Liaison’s primary responsibilities are to enhance disease surveillance, promote use of public health prevention programs and resources, and actively promote communication between the public health and health care communities by establishing relationships with, conducting outreach to, and creating an up-to-date database of health care providers in the District. Our public health liaison plays an integral role in improving the interface between private health care and public health.
Health & Wellness is the lead agency for The Fulton County Safe Kids Coalition. Safe Kids is a non-profit organization that includes safety officials, experts and volunteers countywide and is a part of Safe Kids of Georgia and Safe Kids Worldwide in Washington D.C. Safe Kids coalition members teach parents, caregivers and children throughout Fulton County about preventing unintentional injuries in the five most common focus areas; traffic injuries, fire and burns, drowning and near drowning, choke and poisoning and falls.
The Fulton County Public Health Institute was established in the Department of Health and Wellness to enhance the relationship between applied public health and academic public health. The Institute is designed to facilitate the introduction of resources into the Department of Health and Wellness while providing an environment suited to cutting-edge public health research to its academic partners. Health Promotion Initiative

The Health Promotion Initiative (HPI) is a program funded by the Georgia Department of Human Resources (DHR) to support chronic disease prevention initiatives through needs assessments, educational programming, policy changes and other prevention strategies. HPI programs focus on reducing the prevalence of chronic disease by addressing the primary risk factors (physical inactivity, poor nutrition and tobacco use) in each intervention strategy. These initiatives are conducted in four main areas: worksite, healthcare, community and schools.
