Roy Estell - Program Manager | Print |


                                                                                                                                                 Roy Estell is the Program Manager for the Fulton County Department of Real Estate & Asset Management. He serves in a leadership capacity to facilitate the Department’s programs for strategic management, performance evaluation, performance improvement and change management, customer care, executive-level grants management, and special projects.

Roy brings an in-depth knowledge of the interworking of government operations, having worked in several positions within other Fulton County departments.  He served as Program Director for Jefferson Place Transitional House and Division Manager for Emergency & Transitional Housing for the Department of Human Services; and Contracts & Grants Manager for the Department of Health and Wellness. Prior to joining Fulton County, Roy built a distinguished career in senior level managerial positions in program design, management and evaluation in both the public and private sectors. In these positions, he has served a diverse range of client populations; including juvenile corrections, foster care and adoption, mentally ill and substance abuse treatment. He managed a multi-million dollar employee assistance program (EAP) for General Motors, serving close to 30,000 employees and their dependents.      

Roy earned his Bachelor of Science in Social Work (Talladega College), Master of Science in Social Administration (Case Western Reserve University), and Master of Public Administration (Georgia State University). He has a long history of community involvement and service on numerous community boards that currently includes the United Way of Metropolitan Atlanta Board of Directors and the United Way of Henry County Citizens Advisory Board.
