Risk Management-Workers’ Compensation Division

 The Risk Management-Workers Compensation Division is composed of the following Groups:

  • Risk Management Group
  • Workers Compensation Group

Risk Management Group

The Risk Management Group is comprised of five (5) positions, which include the following:

  • Risk, Assistant Manager
  • Risk Supervisor
  • Risk Analyst
  • Risk Specialist
  • Administrative Assistant III

This group is responsible for the administration of the risk management internal service fund (Risk Fund), property/casualty/fiduciary  insurance program, bond/surety program, self-funded program administration (auto liability, auto physical damage and general liability), claims administration (over 450 Auto/Property/GL claims annually), recovery/subrogation, developing insurance and risk management provisions (used in County contracts and/or procurements), coordination of loss prevention/jurisdictional inspections (Compliance), Owner Controlled Insurance Program Administration and strategic liaison between the County (stakeholders) and insurance partners on all claim and coverage matters.  

The Insurance Program consist of the marketing, procurement and monitoring of coverages to include but not limited to Commercial Property, Special Public Entity Excess Liability, Fiduciary Liability (Defined Benefits and Defined Contribution Plans), Airport/Aircraft Liability, Pollution, Life & Disability Insurance and OCIP coverages.

The Bond/Surety Program involves the procurement of Public Official Bonds (Individual and Blanket/Schedule), Court Bonds and Claims Administration.

Risk Management Internal Service Fund (Risk Fund)

The Risk Fund is designed to provide a consolidated funding mechanism for expenditures directly related to the administration/operation of the County’s Insurance and Self-Funded Programs.

Coverage and claims expenses subject to payment via the Risk Fund include the following:

  • Insurance and Bond premiums
  • Insurance/OCIP Broker Service Fees
  • Property Damage Claims (under policy deductible)
  • Auto Liability/Auto Physical Damage Claims
  • Crime/Theft Claims (under policy deductible)
  • General Liability/Nuisance/Sewer-Back-up Claims
  • Self-Insured Retention (Excess Liability Insurance policy)
  • Litigation Cost (to include court ordered damages/judgments/settlements, plaintiff attorney fees, outside attorney fees-via County Attorney’s Office, bid protest fees-via Purchasing Department
  • Workers Compensation indemnity, medical and outside counsel fees

Workers Compensation/Safety Group

The Workers Compensation/Safety Group is comprised of the six (6) positions consisting of the following positions:

  • Workers Compensation Supervisor
  • Workers Compensation Coordinator
  • Workers Compensation Analyst
  • Workers Compensation Administrative Assistant I
  • Workers Compensation Safety Coordinator
  • Workers Compensation Officer/Investigator

This group is responsible for all aspects of administration and operation of the County’s Self-Funded Workers Compensation Program. Responsibilities include but are not limited to claims handling/resolution (over 500 total claims annually), indemnity/medical payments, State of Georgia workers compensation reporting (annual self-insurer’s payroll report, subsequent injury trust fund and claim reports), Federal Medicare, Medicaid and SCHIP Extension Act (MMSEA) reporting, safety assessments/accident investigation/employee safety training and litigation (in conjunction with outside counsel).
