Fulton County Offers Assistance for Home Buyers
Citizens who want to make a home purchase can now seek assistance from the Home Ownership Program (HOP) funded by the U. S. Department of Housing and Urban Development. This program provides assistance for home mortgage down payments. Community Development Block Grant Stimulus Funds Available
Fulton County has received $711,167 in Community Development Block Grant funds under the American Recovery and Reinvestment Act stimulus package. The primary emphasis of this program is to focus activities in areas where maximum economic benefit can be achieved and where temporary or permanent jobs can be created through the use of these funds. The CDBG-R was submitted to HUD on June 5 as outlined in the Public Notice.

HUD NSP Application

The Neighborhood Stabilization Program (NSP) provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes. The program is authorized under
Title III of the Housing and Economic Recovery Act of 2008.

Neighborhood Stabilization Program 2 (NSP2)

Fulton County is soliciting comments from the public from June 22-July 3, 2009 on its proposed HUD application to HUD for NSP2 funding. This application is due to HUD on July 17, 2009 and is being submitted as part of a national competitive application process open to States, units of local government, nonprofit organizations, and consortia of applicants involving these entities.

Funds received under the application must be used to address the impact of abandoned and foreclosed properties in specified targeted areas. Eligible activities include the acquisition and rehabilitation of residential properties for sale or lease, the development of financing mechanisms to assist with purchase by income-eligible buyers, the demolition of blighted properties, and administration.

Housing assisted under the program must be made available only to households with incomes no greater than 120% of the area median income for metro Atlanta. Comments on the Draft Summary Plan must be submitted as follows:

The Neighborhood Stabilization Program (NSP) legislation was signed into law on July 30, 2008.  A total of $3.92 billion was appropriated nationwide to states and local jurisdictions that receive Community Development Block Grant Program entitlement funding through the U. S. Department of Housing and Urban Development (HUD).  In response to the continual national foreclosure and subprime lending crisis, Congress authorized another round of funding under The Neighborhood Stabilization Program. NSP III is authorized under Section 1497 of the Wall Street Reform and Consumer Protection Act (Dodd‐Frank Act) of 2010 (Pub. L. 111‐203, approved July 21, 2010) for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties. NSP III funds in the amount of $50,421,988 were awarded to the State of Georgia with $3,094,885 made available to Fulton County’s Housing and Human Services Department through the U.S. Department of Housing and Urban Development (HUD).

The CDBG Neighborhood Stabilization program, which is Title III of the Housing and Economic Recovery Act of 2008, H.R. 3221, is a new program designed to assist local governments to purchase abandoned and foreclosed properties.
