The Fulton County Office of Grants and Community Partnerships

The Office of Grants and Community Partnerships assists in the coordination and development of resources and partnerships through the Community Services Program (CSP), which are designed to support the department's delivery system to educate, advocate and deliver effective services.   CSP replaces the former Fulton Roundtable Expanded Services Headquarters (F.R.E.S.H. Grant), and the  former Human Services Grant program which concluded  on December 31, 2015.

2019 CSP RFP ALERT

The release of the 2019 Community Services Program (CSP) RFP is ANTICIPATED for September, 2018.  

Registered users of Fulton County WebGrants will receive an e-mail notification of the actual 2019 CSP RFP release, along with detailed instructions regarding the online CSP RFP process.

The CSP program is the County’s principal avenue for funding social services programs pursuant to the County’s Strategic Plan.   CSP addresses five (5) Service Categories: Children & Youth Services, Disabilities, Economic Stability/Poverty, Homelessness, and Senior Services.  The Fulton County Purchasing Department in conjunction with the Department of Community Development issues a Request for Proposals (RFP) for the Community Services program (CSP) on an annual basis pending funding availability.   Under the RFP, the County will allocate funds to eligible, non-profit 501(c)3 service providers submitting successful proposals.  To be considered, Proposers must submit a complete response as outlined in the actual RFP that is released.  Proposer’s responses must include the appropriate and requested information in sufficient detail to demonstrate the Proposer’s knowledge, skills and abilities to provide the requested services.

The funding available for the RFP is determined annually by the Fulton County Board of Commissioners.   In 2018, $5,452,300  was budgeted for the CSP Program.    Vendors may only submit one RFP per funding cycle, and select one of the five CSP service categories. The maximum funding awarded per agency and proposal is $100,000.   The minimum funding awarded per agency and proposal is $25,000.   The maximum amount of CSP funds allowed for administrative purposes is 5% of funds awarded, which is inclusive of direct and indirect charges for administration of the grant.   The contract term for CSP is January 1 through December 31.

The 2018 RFP was released on September 1, 2017 and closed October 2, 2017.   The Fulton County Board of Commissioners approved the allocation of $5,452,300  in funding to 72 non-profit agencies at their February 21, 2018 Recess meeting.    

Interested agencies may register to use the Fulton WebGrants online system (see instructions listed below). Currently funded agencies and those who have previously registered should use their existing username and password to log in to Fulton County WebGrants.

Below are instructions to create a new registration,  retrieve a forgotten username/ password, or add additional users for Fulton County WebGrants:

New Registration:

  1. Go to the following Fulton County WebGrants site: http://fulton.dullestech.net
  2. Locate the section (top right corner) entitled: “New to WebGrants - Fulton County Georgia?”
  3. Select the “Register Here” option
  4. Complete requested agency information and select “Register”.
  5. After your registration is approved, you will receive an e-mail with your username and password.    

Forgot user ID: From the log in page of Fulton County WebGrants (http://fulton.dullestech.net),

  • Click "Forgot User ID" and enter the e-mail address that you used to previously register with Fulton County
  • Your username will be e-mailed to you at the e-mail address on file in WebGrants.   The e-mail will come from ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it )

Forgot password: From the log in page of Fulton County WebGrants (http://fulton.dullestech.net),

  • Click "Forgot password" and enter your User ID: Enter the e-mail address that is on file in WebGrants:
  • Your password will be e-mailed to you at the e-mail address on file in WebGrants.   The e-mail will come from ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it )

Additional users: can be added to your agency’ profile, without going through the full registration process.   Users will receive notices of funding availability and can be assigned access to specific proposals once they are initiated by the primary person on the RFP.   See instructions below for adding an additional user.  

  • Select “My Profile” from the main menu of WebGrants -    http://fulton.dullestech.net
  • Scroll down to “Associated Organization” section and select your agency name
  • Scroll down to the “Registered Users” section and select “ADD”
  • This will allow you to add a person to your agency’s list of registered users
  • Select “Save” and the new user will receive an e-mail from ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it ) with a username and password        
  • Additional users can be designated access to specific grant applications
  • From the main menu select “My Grants”
  • Select the “Title” of the grant year that you would like to give access
  • From the Grant Components list select “General Information”
  • Select “Edit” and choose the person(s) from the list of Additional Grantee contacts whom you would like to give access to the grant   Note: To select multiple persons, hold down the ctrl key.   If the desired person is not listed, they will need to be added to your agency as a registered user.      
  • Select “Save”

2018 Community Services Program (CSP)

The 2018 CSP RFP was released on September 1, 2017 and closed October 2, 2017. The Fulton County Board of Commissioners (BOC)  approved the allocation of $5,452,300  in funding to 72 non-profit agencies at the February 21, 2018 Recess meeting (Agenda item# 18-0126).   The Award list  was modified by th BOC on June 6, 2018 (Agenda item# 18-0378).

2017 Community Services Program (CSP)

The Fulton County Board of Commissioners approved the 2017 Community Services Program (CSP) recommendations at the March 15, 2017 Recess meeting (Agenda item# 17-0248).   The list was updated per Board action at the Regular meeting on May 3, 2017 (Agenda item# 17-0371).
