LaTrina Foster Named as Fulton County’s Director of Behavioral Health & Developmental Disabilities | Print |

 LaTrina Foster - Fulton CountyFulton County Manager Dick Anderson has named LaTrina R. Foster as the new Director of the Department of Behavioral Health & Developmental Disabilities. She will report directly to Chief Operating Officer Todd Long.

“LaTrina brings the experience and proven leadership to lead the transformation of our Behavioral Health services,” said Anderson. “She is tenacious in her commitment to excellence in client service. We are fortunate to have her on our team.”

Based on Strategic Initiatives adopted by the Board of Commissioners in 2016, Fulton County is moving forward with a framework to source behavioral health services through a community-based care network. This transformation will allow Fulton County to serve more people more effectively. Mrs. Foster’s particular leadership strengths in management and strategic planning will be critical in the efforts to transform Fulton County’s Behavioral Health Services.

Mrs. Foster has served with the Department of Behavioral Health since 2008. During her tenure with Fulton County, she first served as Performance and Quality Improvement Manager, and more recently as the Interim Director of Clinical Services.

Mrs. Foster holds a Bachelor of Arts degree in Psychology from the State University of New York College at Buffalo as well as a Master of Arts degree in Professional Counseling from Argosy University. She is currently working on a Doctoral degree in Business Administration with a concentration in Management. She is a respected trainer and facilitator who has led workshops on topics including working with children and adolescents, diversity, and interagency collaboration.

Importantly, Mrs. Foster has demonstrated an ongoing commitment to fighting the stigma associated with persons living with disabilities. Her perspective has been informed by her own experience of being diagnosed with Stargardts Disease at the age of 17, leaving her legally blind.

Ms. Foster is a Licensed Professional Counselor and member of the Amerigroup Process Improvement Advisory Council. She has also served on the Atlanta Fulton County Pre-Arrest Diversion Design Team and the APS Advisory Council.
