    Fulton County contracts with a nonprofit entity to provide animal control services. Effective 10:30 p.m. on Friday, March 7, 2008, the Fulton County Animal Services vendor became Barking Hound Village Foundation, LLC.

    HOURS -- Regular field operation service is Monday - Friday from 7 A.M. to 10:30 P.M., and Saturday from 8 A.M. to 5 P.M. Limited and emergency animal control is also provided after hours, on Sundays and on holidays.

    SHELTER HOURS -- Mondays -Thursdays -- 11 a.m.-7 p.m.;  Fridays --11 a.m. to 6 p.m.; Saturdays and Sundays -- 10 a.m.-5 p.m.

    Animal Services include:

    1. Pet Adoption
    2. Leash Law Enforcement
    3. Enforcement of regulations requiring confinement of dangerous animals
    4. Investigation of animal bites
    5. Animal abuse, abandonment and neglect investigations
    6. Dog and cat licenses
    7. Nuisance Complaints
    8. Holding of impounded animals
    9. Rabies Control

    In addition, staff can provide assistance in locating lost pets.

    In 1979, the Fulton County County Board of Commissioners created the Fulton County Arts Council to enhance the quality of life of its constituents. As the mechanism through which the County funds cultural programs and services offered by nonprofit arts organizations, the Fulton County Arts Council (FCAC) is both partner and catalyst in developing new arts opportunities in Fulton County.

    The FCAC also supports programs which ensure broad access to the arts in the county's ten municipalities and unincorporated areas, and in schools, senior centers, summer camps and neighborhood locations.

    The 15-member Council, appointed by the Board of Commissioners, advises the Board on arts and cultural related policy; each commissioner appoints two members for two-year rotating terms. A staff of approximately 20 oversees the administrative responsibilities of the local arts agency and its seven programs Art-at-Work youth job training, Community Cultural Planning, Contracts For Services, the Neighborhood Program, a Public Art Program, the School Arts Program, and Arts Camps.

    In addition, five FCAC-operated art centers provide citizens from North to South Fulton with the opportunity to take classes and workshops in a variety of art forms. These centers include: Abernathy Art Center (Sandy Springs), South Fulton Art Center (College Park), West End Performing Art Center (near Atlanta University Center), Warsaw/Ocee Community Art Center (North Fulton), and Southwest Fulton Arts Center (off Cascade Road).

    Our Mission:
    To provide high quality and culturally competent behavioral health care services to the most-in-need citizens of Fulton County.We offer a variety of treatment and rehabilitation services in a behavioral health care model that is designed to help clients achieve and maintain independence and stability so they can play a more productive role within their families and their community.

    Mental Health:
    Four mental health centers offer a wide range of services and addictive disease treatment at community-based locations.

    Developmental Disabilities:
    Three regional centers provide clients with life skills training tailored to their particular disability. Mobility training and day habilitation are also provided.

    Addictive Diseases:
    We provide a variety of specialty outpatient treatment services for adults with chronic chemical dependencies. Treatment is also available for individuals who have both mental health and substance abuse ("co-occurring") disorders.

    The Boards of Equalization, a division of the County Manager's Office, were created to hear and determine appeals regarding real and personal property taxes and denials of homestead exemptions. All appeals must be made in writing to the Board of Tax Assessors within 45 days of the date on the tax assessment notice. The BOE hears appeals from two points of view -- the taxpayer's and the Board of Assessors' -- and then decide based on the basis of best evidence presented at the hearing.

    Taxpayers may appeal for any of three reasons:

    • Uniformity (Is the valuation comparable to similar properties?)
    • Value (Did the Tax Assessors assign the correct value to the property?)
    • Taxability (Is the property taxable or should it be exempt?)

    Anyone wishing to further their appeal after a BOE hearing, has 30 days in which to do so with the Superior Court. The Tax Assessors can also appeal to Superior Court.

    The mission of the Fulton County Cooperative Extension Service is to respond to citizens' needs and interest in agriculture and natural resources, families, 4-H and youth through education and information.
     

    The Fulton County Cooperative Extension Service, backed by the resources of Fulton County and the University of Georgia, provides educational programs, information, and actual assistance to citizens of the County. Education and information is also provided to citizens by telephone consultation, site visits, newsletters, news articles, radio and collaboration with other community agencies. Publications and lab services are other delivery methods for education and information to citizens. Putting Knowledge to Work is the basic goal of the department which, in turn, helps citizens make informed decisions with unbiased research-based information.

    R. David Ware was appointed County Attorney in November, 2008.  Mr. Ware has been in practice for over 30 years and is a nationally known trial lawyer.  Mr. Ware joined the County Attorney's Office in September 2004 and was previously the Senior Attorney in charge of the Employment/Personnel Division, Risk Management and a Staff Attorney in the Public Safety Division. Prior to joining the County Attorney's Office, Mr. Ware practiced privately where he specialized in litigation and sports law. A past president of the Gate City Bar, Mr. Ware has also served as a Magistrate Judge in both State and Superior Court. Mr. Ware earned a Bachelor of Arts degree in English from the University of West Georgia where he was a two sport athlete and received his Juris Doctor from the University of Georgia School of Law where he excelled in Moot Court. He is an active member of the Georgia Bar and is admitted to practice law in all federal and state trial and appellate courts including the United States Supreme Court.

    In addition to overseeing an extensive litigation practice, which includes employment, catastrophic personal injury, wrongful death, governmental contract, taxation, tax sales, tax assessment, zoning, land use, environmental, construction, constitutional, First Amendment, Section 1983, and bankruptcy matters and an extensive motion and appellate practice, the County Attorney performs other important functions such as preparing legislation and resolutions for the Board of Commissioners; researching and preparing legal opinions interpreting local, state, and federal laws for Fulton County officials; and negotiating contracts for major development projects. The County Attorney also oversees a great variety of property and tax matters.

    With twenty-two full time attorneys, the Office of the County Attorney is one of the most innovative public law offices in the State of Georgia. Attorneys are assigned to one of six divisions which concentrate on the following practice areas:

    Zachary Williams was selected by the Fulton County Board of Commissioners to serve as County Manager after a national search.  He was sworn into office on January 2, 2008, bringing nearly 20 years of experience in local government, with emphasis on efficiency, innovation, customer service and communications.

    Williams had previously served as Assistant County Administrator for Broward County, Florida – a community of more than one million residents – since 2004.  In that capacity, he provided leadership to more than 80 departments, divisions and agencies. He was responsible for managing the Commission’s goal-setting and department business planning process, and initiated standard business plans incorporating marketing measures.

    During his tenure with Broward County, Williams led and implemented organizational streamlining and process improvement efforts which revamped several key administrative services.  Additionally, he assisted in the development of an outcome-based budgeting process that transformed the County’s budgeting system and reduced the County’s budget by more than $90 million.

    From 2003 to 2004, Williams served as Assistant City Manager for the city of Coral Gables, Florida.  In this role, he provided oversight for the Departments of Finance, Purchasing, Human Resources, Information Technology, Parks & Recreation, Elderly Service, Emergency Management, Public Information and Parking.  In this role he developed the city’s first business plan, and managed two separate hurricane disaster response efforts.

    He served with Broward County from 1993 to 2003, in the roles of Assistant to the County Administrator, Information Systems & Fixed Assets Manager, and Assistant Director/Chief of Staff for Community Services/Emergency Management. He provided leadership in the County’s adoption of technology-based tools and systems to streamline service delivery.

    From 1990 to 1994, Williams served with the City Manager’s Office of Santa Fe Springs, California.  He was responsible for assisting in the development of the Department of Police Community Relations and assisted in development of emergency planning and response and community response.

    Williams holds a Master of Public Administration degree and a Bachelor of Science degree in Criminal Justice, both from California State University at Long Beach.

    He resides in Fulton County with his wife Carol and his daughters Mallory and Danielle.

    The Atlanta-Fulton County Emergency Management Agency (AFCEMA) is the central point of contact for a wide range of emergency management activities.   • Gender Equality Project

     

    About Fulton County’s Gender Equality Initiative

    Fulton County, Georgia is the largest county in the state Georgia, in the southeastern United States, and home to more than 1 million residents.

    Fulton County has a long history of initiatives in the interest of equality, including gender equality. In 2006, Fulton County was a sponsor for the first “Gender Equality for National and Local Governments 2006 Workshop,” hosted by UNITAR/CIFAL. This conference, with international participation, focused on the United Nation’s Third Millennium Development Goal, “the promotion of gender equality and empowerment for women”. This event highlighted possible areas of need in aligning Fulton County’s gender equality initiatives with others around the globe.

    Shortly after the 2006 conference, we began a pilot Gender Equality Initiative, with internal data collection and work with an external consultant to give an overall view for the County.

    In 2007, 2008 and 2009 Fulton County continued its partnership with CIFAL Atlanta and work with local governments throughout the Western Hemisphere in exploring and advancing Gender Equality and Government.

    Fulton County has incorporated gender components into its budget process, in order to ensure that budget reductions do not have a disparate impact on men and women, or boys and girls.

    The Gender Equality Taskforce has trained more than 400 employees about the possible existence of barriers women or men in employment, professional development or service delivery.

    The Fulton County Approach to Gender Equality has been shared with other local, state and national governments across the globe, at forums in Belgium, Korea, New York, and Brazil.

    In 2010, the Gender Equality Taskforce will launch a training program to introduce Gender Equality to more than 5,000 employees in the organization.

    Commissioner Nancy A. Boxill, the first woman to serve on the Fulton County Board of Commissioners, was honored with the Americas Award for Gender Equality in 2009.

    Notice

    The U.S. Department of Housing and Urban Development (HUD) requires the Board of Commissioners approval of the Resolution, which authorizes the adoption, and submittal of the 1995, 1996, 1998, 2002, 2009 and 2010 Consolidated Plan Annual Action Plan amendments.

    HUD regulations require that entitlement jurisdictions, such as Fulton County, conduct a public comment period utilizing Fulton County’s Citizen Participation Plan regarding any amendments to the 2010 Consolidated Plan Annual Action Plan.  Thereby, acquiring the approval for the adoption of the amendments as established and recorded by the Board of Commissioners.

    The Fiscal Years 1995, 1996, 1998, 2002, 2009 and 2010 Consolidated Plan Annual Action Plan amendments (attached as Exhibit A of the Resolution hereto and incorporated herein) to HUD directs the application of all funds secured by this submittal to activities that benefit low- and moderate-income residents of Fulton County, as directed by the Board of Commissioners and HUD. 

    The Chairman of the Fulton County Board of Commissioners is authorized to disburse all CDBG funds for the purposes of implementing said programs and to execute on behalf of Fulton County all supplemental intergovernmental agreements, contracts, and related documents of papers, as necessary and consistent with these programs, and program amendments.

    On July 16, 2010, the advertisement of the proposed amendments for fiscal years 1995, 1996, 1998, 2002 and 2009 Consolidated Plan Annual Action Plan occurred in the following locations:  Fulton County’s Website, the Northside Neighbor, the North Fulton Neighbor, and the South Fulton Neighbor.

    On July 8, 2010 and July 19, 2010, Two (2) Public Meetings occurred at the following locations:  Southwest Regional Library and Roswell Public Library.  Citizens were encouraged to comment on the Amendments to the Fiscal Years 1995, 1996, 1998, 2002, 2009 and 2010 Consolidated Plan Annual Action Plan regarding the Community Needs.

    On or about June 30, 2010, the County of Fulton County will submit a request to the U.S. Department of Housing and Urban Development for the release of federal funds under Title 1 of the Housing and Community Development Act of 1977 (PL95-128), to undertake the funding of the following purposes:

    FINDING OF NO SIGNIFICANT IMPACT
    Fulton County has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Protection Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Fulton County Department of Housing and Community Development at the address listed above and may be examined or copied weekdays (Monday through Friday) between the hours of 8:30 AM and 4:30 PM.  More specific information regarding each proposed activity is available on the County’s web page at www.fultoncountyga.gov .

    PUBLIC COMMENT

    RELEASE OF FUNDS
    Fulton County certifies to HUD that Troy D. White in his capacity as Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Fulton County to use Program funds.

    HUD will consider objections to its release of funds and Fulton County’s certification received by July 15, 2010 or a period of fifteen days from its receipt of the request (whichever is later) only if there are on one of the following bases:  (a) the certification was not executed by the Certifying Officer or other officer of Fulton County approved by HUD; or (b) Fulton County has omitted  a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58;  (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from; the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the U.S. Department of Housing and Urban Development, Office of Community Planning and Development, 40 Marietta Street, 11th floor, Atlanta, GA 30303.  Potential objectors should contact HUD to verify the actual last day of the objection period.

    Citizens who want to make a home purchase can now seek assistance from the Home Ownership Program (HOP) funded by the U. S. Department of Housing and Urban Development.     Community Forum Scheduled to Discuss Plans for New Adamsville Health Center

    Fulton County residents served by the Adamsville Health Center on Bakers Ferry Road in southwest Atlanta and residents in the surrounding communities are invited to a Community Forum, April 29th at 6:00 p.m. at the Harriett G. Darnell Senior Multipurpose Facility.

    Hosted by District 5 Commissioner Emma I. Darnell, the forum will lay out the plans for the new integrated care facility that will replace the Adamsville Health Center.  Construction is scheduled to begin in July on a new site on Martin Luther King, Jr. Drive, across from the Adamsville-Collier Heights branch of the Atlanta-Fulton Public Library System.

    Citizens Invited to Comment on Housing and Community Development Spending of HUD Funds on May 5

    Community meeting to discuss the Fiscal Year 2009 and
    2010 Annual Action Plan Amendments

    The Fulton County Housing and Community Development Department will host a meeting on Wednesday, May 5, 2010 to obtain citizen input on the Annual Action Plan Amendments related to programs funded by the U. S. Department of Housing and Urban Development (HUD).

    The community meeting will be held at the Southwest Regional Library located at 3665 Cascade Road in Atlanta beginning at 4 p.m.

    One of the amendments up for discussion moves $460,000.00 from Land Banking and adds the $460,000.00 to the acquisition of foreclosed/abandoned properties. Another amendment moves $800,000 from demolition of abandoned properties to rehabilitation of foreclosed abandoned properties.

    Community Development Block Grant Stimulus Funds Available

    Fulton County has received $711,167 in Community Development Block Grant funds under the American Recovery and Reinvestment Act stimulus package. The primary emphasis of this program is to focus activities in areas where maximum economic benefit can be achieved and where temporary or permanent jobs can be created through the use of these funds. The CDBG-R was submitted to HUD on June 5 as outlined in the Public Notice.

    Neighborhood Stabilization Program (NSP)

    Fulton County has submitted applications and is anticipating NSP funding from the Department of Housing and Urban Development and the Georgia Department of Community Affairs.

    Neighborhood Stabilization Program 2 (NSP2)

    Fulton County is soliciting comments from the public from June 22-July 3, 2009 on its proposed HUD application to HUD for NSP2 funding. This application is due to HUD on July 17, 2009 and is being submitted as part of a national competitive application process open to States, units of local government, nonprofit organizations, and consortia of applicants involving these entities.

    Funds received under the application must be used to address the impact of abandoned and foreclosed properties in specified targeted areas. Eligible activities include the acquisition and rehabilitation of residential properties for sale or lease, the development of financing mechanisms to assist with purchase by income-eligible buyers, the demolition of blighted properties, and administration.

    Housing assisted under the program must be made available only to households with incomes no greater than 120% of the area median income for metro Atlanta. Comments on the Draft Summary Plan must be submitted as follows:

    The CDBG Neighborhood Stabilization program, which is Title III of the Housing and Economic Recovery Act of 2008, H.R. 3221, is a new program designed to assist local governments to purchase abandoned and foreclosed properties.

    The Neighborhood Stabilization Program (NSP) provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes. The program is authorized under Title III of the Housing and Economic Recovery Act of 2008.

    The State Court of Fulton County operates under the laws of the State of Georgia, to try all criminal cases below the grade of felony.

    The State Court also tries all civil actions regardless of the amount in controversy.

    This includes attachments, garnishments, proceedings against tenants, foreclosures, and all other actions in which jurisdiction is not in the Superior Court.

    The State Court Administrator and the State Court Chief Clerk are appointed by and serve at the pleasure of the State Court Judges.
