Fulton County’s Draft 2012 Annual Action Plan for FY 2012 Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) Programs, and Draft Amendments
The Citizen Review and Comment Period begins September 21, 2011 and ends on October 26, 2011. The Draft 2012 Action Plan contains a list of activities that are proposed for funding during Fiscal Years 2012, 2013, 2014 pending funding allocations from the U.S. Department of Housing and Urban Development. These activities were selected through a Citizen Review Panel process and have been recommended to receive funding over the next three year period. The Board of Commissioners (BOC) will be asked to approve this document on November 2, 2011, during their regular scheduled meeting.
Submission to the U.S. Department of Housing and Urban Development must be made by November 15, 2011. Fulton County annually receives about $3 million under three formula programs from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant Program (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) programs. These funds can be used to provide improvements and services that benefit all Fulton County citizens, with the primary intention being to improve the living conditions of low‐ and moderate‐income people.
As required by the U.S. Department of Housing and Urban Development (HUD), Fulton County must provide for citizen review and comment period for its FY 2012 Annual Action Plan and the Draft Amendments to the Five‐Year 2010‐2014 Consolidated Plan. The Consolidated Plan requires local governments receiving federal funds directly from HUD, to determine strategies, community needs, long and short term objectives, resources and proposed projects for submission as a combined planning and application document.
Public review and comment is required prior to decisions on project funding by the Fulton County Board of Commissioners. Self‐Assessment Needs Survey forms will also be provided for citizen input.
Citizens are encouraged to attend and participate in the public hearings to assist the County in finalizing its FY 2012 Annual Action Plan and Amendments to the 2010‐2014 Consolidated Plan. The comments will be provided to the Fulton County Board of Commissioners (BOC), which will consider adoption of the FY 2012 Annual Action Plan and Amendments to the 2010‐2014 Consolidated Plan at its scheduled meeting at 10 a.m. on November 2, 2011. Additionally, citizens will receive the opportunity to comment during the Public Comment portion of the BOC meeting on November 2, 2011.
Comments will also be included in the 2012 Annual Action Plan that must be submitted to HUD on November 15, 2011. The public hearings are scheduled at the following times:

For citizens unable to attend and participate in the public hearings, written comments on the Fulton County Draft 2010‐2014 Consolidated Plan Amendments and 2012 Annual Action Plan may be submitted to the address below; however, written comments must be received by 5:00 p.m., October 26, 2011.
