HR ADMINISTRATION DIVISION

HR  Administration is responsible for overseeing the management of the Personnel Department including scheduling and conducting Personnel Board hearings; and monitoring, administering and coordinating the distribution of the County Service Awards Program for Fulton County. This division serves as a liaison between departments, the County Manager and the Board of Commissioners to ensure that all employees who have served Fulton County for ten (10) years or more are recognized with service awards.  

Specific duties and responsibilities of this division include coordinating the Personnel Department’s records management program, assisting division managers in obtaining services for personnel-related actions, processing financial documentation, requisitioning goods and services, administering and reconciling purchases, conducting research projects, providing quality control, preparing special reports, open records request, preparing and monitoring departmental contracts and budgets.

HR OPERATIONS

HR Operations provides  direct operating personnel services to all county departments in accordance with established laws, rules, regulations, policies and procedures.   Our primary focus will be on delivering:        

Recruitment and retention programs, linked to a progressive classification and compensation philosophies, which focuses on attracting the best candidates to the County and strategies for retention of current employees. Regulatory guidance, technical assistance and advice, and policy development and HR advisory/consulting services to enhance employee relations. Position descriptions, vacancy announcements, rating and ranking criteria to support the service delivery departments objectives Opportunities to enhance employee engagement via a clear performance management system linked with employee development objectives and the strategy of the County Support with data maintained in the County’s AMS, Kronos, and Neogov systems to ensure employees are paid accurately.

HR RECORDS  ADMINISTRATION

The major function of this division is to administer a comprehensive program of personnel administration activities in a Merit System subsequent to the recruiting, examining, certifying and hiring processes.   These activities conform to the policies, rules and regulations that are either embodied in law or that are formulated by governing authorities, the Personnel Board and Personnel Director.

Specific responsibilities include monitoring all departmental payrolls, including the processing of pay and leave adjustments; preparing and maintaining individual personnel records; maintaining position control; implementing title changes; preparing reports and statistics; processing employment verifications; handling of all incoming forms necessary to complete an employee’s personnel file; processing personnel transactions; and implementing new policies, procedures and enhancements to Human resources management Systems, the American Management System (AMS) and Automated Timekeeping System Kronos.
