ADMINISTRATION DIVISION

The Personnel Administration Division is responsible for overseeing the management of the Personnel Department including scheduling and conducting Personnel Board hearings; and monitoring, administering and coordinating the distribution of the County Service Awards Program for Fulton County. This division serves as a liaison between departments, the County Manager and the Board of Commissioners to ensure that all employees who have served Fulton County for ten (10) years or more are recognized with service awards.  

Specific duties and responsibilities of this division include coordinating the Personnel Department’s records management program, assisting division managers in obtaining services for personnel-related actions, processing financial documentation, requisitioning goods and services, administering and reconciling purchases, conducting research projects, providing quality control, preparing special reports, open records request, preparing and monitoring departmental contracts and budgets.

RECRUITING DIVISION

The Recruiting Division is responsible for administering a comprehensive recruitment program for the selection of qualified applicants for employment and promotional opportunities.   This division prepares announcements and screening criteria as well as advertisement to attract applicants on an equal employment opportunity basis.   It ensures that all applicants meet the minimum qualifications for vacant positions before placement on the registers or lists of eligible applicants. Additionally, this division prepares certificates and lists of eligible applicants and forwards them to the hiring authorities throughout the County. The Recruiting Division renders ongoing communication with applicants, hiring authorities and the general public regarding employment, promotional and transfer opportunities. The Recruiting Division provides information on jobs and career growth to applicants and employees.

PAYROLL AND LEAVE DIVISION

The major function of this division is to administer a comprehensive program of personnel administration activities in a Merit System subsequent to the recruiting, examining, certifying and hiring processes.   These activities conform to the policies, rules and regulations that are either embodied in law or that are formulated by governing authorities, the Personnel Board and Personnel Director.

Specific responsibilities include monitoring all departmental payrolls, including the processing of pay and leave adjustments; preparing and maintaining individual personnel records; maintaining position control; implementing title changes; preparing reports and statistics; processing employment verifications; handling of all incoming forms necessary to complete an employee’s personnel file; processing personnel transactions; and implementing new policies, procedures and enhancements to Human resources management Systems, the American Management System (AMS) and Automated Timekeeping System Kronos.

CLASSIFICATION AND COMPENSATION DIVISION

The Classification and Compensation Division prepares and maintains class specifications for approximately 882 classifications in the classified and unclassified service, ensuring that minimum qualifications are not unduly restrictive or create artificial barriers.   This division is responsible for recommending to the Personnel Director salary ranges for all new positions based on evaluations of tasks being performed and the skills, knowledge and abilities necessary to perform the tasks successfully.   In addition, this division completes departmental requests to review new classifications, range changes, reclassifications and title changes and conducts pay parity analyses.

Other activities of the division include the research and or review of material relating to issues on personnel policies, guidelines and procedures; trends used in human resources; and the preparation and maintenance of reports, such as the EEO-4 report required by the Equal Employment Opportunity Commission (EEOC).   Additionally, this division provides information and advice to Appointing Authorities and officials on matters related to classification and pay issues.

EMPLOYEE AND LABOR RELATIONS DIVISION

Employee/Labor Relations Division was established to serve as a chief source of information for Fulton County employees.   The division’s primary responsibilities include taking a proactive approach to problem solving and serve as an active resource for employees requesting assistance for a variety of concerns.   Other responsibilities include managing special projects and events, serving as the liaison for the Employee Assistance Program (EAP), managing the grievance process, assisting the labor unions, conducting meet and confers and conducting work environment assessments.

The Employee/Labor Relations Division also manages the administration of the federally mandated CDL Alcohol and Drug Testing Program which requires that any employee whose position requires him/her to have a Commercial Driver’s License, undergo random and other forms of testing.   Federal Law requires testing for the misuse of alcohol and substance abuse.
