COUNTY MERIT SYSTEM
GENERAL:
Many people are unaware that Fulton County operates a formal Civil Service or Merit System of career employment. The Fulton County Merit System recognizes a need for building and maintaining an effective organization based on individual merit. The laws, regulations and proce­dures under which the County Merit System operates are carefully designed to assure that all employees enjoy attractive career opportunities and objectives.

Reasonable guarantees of job security and tenure based upon performance are included in the system.

 

Our system includes the Classified Service and the Unclassified Service. Most positions are in the Classified Service. Successful applicants for jobs are selected by a competitive process. There are over 800 different classes of positions in the Classified Service requiring a wide variety of specialties and qualifications. Eligibility requirements vary widely among the classes. The Unclassified Service includes all other types of employment, such as elected and appointed officials.

APPLICATION AND EVALUATION PROCEDURES:
The first step necessary in seeking County employment is to review official Announcements of vacant positions which are posted in the Employment Office located at 141 Pryor Street, S.W. Suite 3030, Atlanta, Georgia 30303. These vacancies are also recorded on our Job Line, which can be reached by calling our main telephone number, (404)613-6700, or direct dial at(404)613-JOBS (5627). The most effective way to view current vacancy postings is to use the county web site at http://fultoncountyga.gov/. The entire list of vacant positions and also the complete individual job announcements can be viewed on the web site. Also available on the web page is the online application form that can be completed and transmitted directly to Recruiting and the adobe PDF version of the application that can be printed and completed in ink.gov
 
APPLICATIONS ARE ONLY ACCEPTED FOR THOSE VACANT POSITIONS, WHICH ARE POSTED. The next step is to select a position or positions for which you meet the qualifications as posted on our announce­ments and complete our standard employment application. Applications for positions which have specific closing dates must be submitted by the closing date. (Mailed applications must be postmarked on or before the specific closing date.) Submit your completed application to the Employment Office for evaluation of your education and experience. Results of the evaluation of applications are sent to you by mail. Classified advertisements are published on Sundays in local newspapers for critical vacancies. Applications are available at our office, and also the North and South Service Centers, and as indicated above, on the web page. Willful and intentional false statements will result in disqualification or termination.
 
 
Applications for the position of Communications Officer I (when posted) require that applicant bring the application in person to the employment office, Monday through Thursday between the hours of 9am and 3pm, in order to take the data entry skills test for Communications Officer I (minimum 25 wpm).
 
 

 

 

 

COUNSELING: Our Counselors can assist and advise you as to which positions are currently open for recruitment and the minimum qualifications required for each position.
 
 

REGISTERS AND EXAMINATIONS:
Once you have established your eligibility for an open class by meeting the criteria for that class, your name is placed on an appropriate register for each class for which you have applied. Your name remains on the register until you are hired, decline an interview or a job offer, fail to respond twice to a written invitation for an interview, or your eligibility expires; then, you must reapply to regain your eligibility. This can be done only if recruitment is open. There are five (5) general types of examinations used in this process:
  • TYPE "A" Classes: Written examination required.
  • TYPE "B" Classes: Evaluation and analysis of training and experience (ETE) require. No written examination required.
  • TYPE "C" Classes: Certification or professional license required. No written examination required.
  • TYPE "D" Classes: Work Test (90 days on-the-job training performed). No written examination required.
  • TYPE "E" Classes: Evaluation of Education, Training and Experience to determine Highly Qualified, Qualified or not Qualified (Salary Ranges C51 and above.)

 

CERTIFICATION AND SELECTION:
There are four (4) categories of registers, in priority order:
(1) Recall Registers, (2) Promotional Registers, (3) Re-employment Registers, and (4) Competitive Registers. When requested by a Department Head, the Personnel Director prepares a Certificate of Eligibles from applicable registers and sends it to the Department Head for review and consideration, in register category and rating order. The Department Head then sends written invitations for interview to the individuals listed on the Certificate, in that order. After interviews have been completed, the Department Head then notifies the Personnel Director as to which applicant has been selected from the certificate.

 
 
CAREERS AND BENEFITS:
All new Classified Service employees serve a probationary period of six (6) months, following which they become permanent employees, if their work and conduct are satisfactory and if all required documents have been furnished. Permanent employees' jobs in the Classified Service are protected by law. Dismissal requires proof of cause and may be appealed to the Personnel Board by permanent classified employees.
 
The County offers an attractive package of fringe benefits, such as 401A retirement plan, choice of Deferred Compensation plans, Health programs that include HMO and PPO medical options, with vision and dental plans, vacation, sick leave, military leave, court leave, family medical leave (FMLA), 10 holidays per year and insurance coverage such as Life, Long Term Disability and Employee Assistance Programs Workers Compensation and Social Security coverage are also provided.
