Illicit Discharge Detection and Elimination
Illicit discharges to our waterways occur due to illegal connections to our storm drain system from residential or commercial areas.  These connections may be intentional or they could be unknown to the property owner.  Failing septic systems, illegal dumping practices, and improper disposal of sewage (such as from boating or camping) can also be considered illicit discharges.
Our Illicit Discharge Detection and Elimination (IDDE) program is designed to educate citizens and County employees to identify and report illicit discharges that are contaminating our water resources.  Learn more about how you can help protect water quality in your community by reporting suspicious substances in your local waterways.
The Development and Planning Section of the Department of Planning and Community Service (PCS) reviews land disturbance plans, issues permits, and is responsible for building and land development construction and inspections associated with permitted construction projects in unincorporated south Fulton County.  PCS also performs zoning code and erosion control enforcement.
