Health Care Reform (also known as the "Affordable Care Act" or "Obamacare")

 

The Ryan White HIV/AIDS Treatment Extension Act (formerly the Ryan White CARE Act) is Federal legislation that addresses the unmet health needs of persons living with HIV disease (PLWH) by funding primary health care and other core services that enhance access to and retention in care. The Ryan White HIV/AIDS Program was named after Ryan White, an Indiana teenager whose courageous struggle with HIV/AIDS and against AIDS-related discrimination helped educate the nation.

First enacted by Congress in 1990, the CARE Act was amended and reauthorized in 1996 and in 2000. In 2006 the CARE Act was amended and reauthorized as the Ryan White HIV/AIDS Treatment Modernization Act of 2006. In 2009 the Ryan White HIV/AIDS Treatment Modernization Act was amended to the Ryan White HIV/AIDS Treatment Extension Act of 2009. The Ryan White HIV/AIDS Program reaches over 500,000 individuals each year, making it the Federal Government's largest program specifically for people living with HIV disease.

The Ryan White HIV/AIDS Program requires the Atlanta Eligible Metropolitan Area to appoint a Planning Council.   Planning Council members include community representatives, consumers of services, community based organizations, and service providers. The Planning Council responsibilities include identifying the needs of Persons Living with HIV/AIDS, preparing a comprehensive plan, setting priorities for the allocation of funding, and evaluating how well services meet community needs.

The 20-County Atlanta area receives funding under the Ryan White HIV/AIDS Program.   The 20 counties are: Barrow, Bartow, Carroll, Cherokee, Calyton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Newton, Paulding, Pickens, Rockdale, Spalding and  Walton.
