If you are looking for a closer look at Fulton County operations or to learn more about its services and taxes, then FCCU is for you. The Fulton County Citizens’ University (FCCU) is back in session.

Registration is now open for residents interested in learning more about county operations.

The orientation class for Citizens’ University kicks off on Thursday, August 7 at 6 p.m. Meeting locations vary depending on the topic for that week, but most classes meet at the Fulton County Government Center at 141 Pryor Street SW in Downtown Atlanta.

The Fulton County Citizens’ University is a 10-week intensive training course that provides residents with a comprehensive overview of county government. In addition to getting an exclusive look behind the scenes of county operations, participants will also visit several Fulton County facilities, including the Central Library and the new Big Creek Reclamation Water Plant.

The FCCU program educates participants on how Fulton County Government operates and how laws are proposed, passed, and amended. Residents will learn how tax dollars are spent, meet with officials from Fulton County departments, and participate in interactive exercises.

The registration fee is $45, which helps cover the cost of course materials, the graduation ceremony, a diploma, and a class shirt. The class size is limited to 30 participants to ensure a good one-on-one experience. Student applicants are also eligible to apply, but they must be enrolled in high school and complete six classes to graduate from the FCCU program. Fees will be waived for students whose parents are registered in the class.


 

Fulton County Citizens University Code of Conduct

Fulton County is delighted to welcome all participants to the Citizens University Program. The FCCU Code of Conduct is intended to ensure that the class is a welcoming environment that supports learning for all participating students.

GENERAL CONDUCT
• Each student is expected to extend respect and courtesy to fellow students and to guest speakers.
• Participants should refrain from profanity during class.
• Disruption to the class will not be permitted.

CLASS DISCUSSION
• Questions and comments are welcome. However, please keep questions and comments brief to ensure that all participants will have an opportunity to have their questions answered.
• If there is not sufficient time during class for you to ask questions or make comments, you may also submit those in writing. Staff will ensure that your questions and comments are provided to the appropriate department representatives.
• Recognize that some class members may have opinions that differ from your own. While open dialogue is encouraged, we ask that all class members respect others’ points of view.

SUBSTANCE USE
• Use of tobacco or alcohol is prohibited during Fulton County Citizens University.

NON-DISRIMINATION
• Class members may not mistreat fellow class members or any employee or official of Fulton County on the basis of race, color, religion, sex, pregnancy, childbirth, lactation or related medical conditions, sexual orientation, gender identity or expression, age, national origin or ancestry, physical or mental disability, genetic information (including testing and characteristics), veterans status, uniform service member status, or any other consideration protected by federal, state, or local law.

ATTENDANCE
• Class members may miss no more than 3 classes or they may not be able complete the program during this class cycle. In addition to absences, tardiness of more than 30 minutes on two occasions, or tardiness of more than 20 minutes on three occasions, or tardiness of more than 15 minutes on four occasions, will be equivalent to 1 missed class.
• Class members who miss more than 2 classes will be expected to complete a makeup assignment.

FOOD
• Meals will be provided during each class session. Please serve yourself one meal. If there are leftovers at the end of class, class members may be allowed additional servings.
• Students are encouraged to wash their hands or use hand sanitizer before eating.
• Please use the provided utensils for serving and eating meals.
• We will make every effort to accommodate special dietary requirements. Dietary accommodation needs were collected during the registration process. If you have a need that was not identified please let us know as soon as possible.

August 7 - Orientation / Board of Commissioners / County Manager

ORIENTATION / BOARD OF COMMISSIONERS / COUNTY MANAGER

Fulton County operates under the Commission - County Manager form of government. Participants will learn how this system combines the policy leadership of elected officials with the administrative abilities of a county managed and how the county communicates with Fulton County Residents.

August 14 - Finance / Board of Assessors

FINANCE
The Finance Department serves as a central point through which all general revenues and disbursements of Fulton County Government are channeled. Participants will learn how Finance personnel manage the County’s budget, debt and investment portfolio, risk management and internal auditing.

BOARD OF ASSESSORS
The Fulton County Board of Assessors established by State law, to determine the fair market value of all real and personal property in the county. Participants will learn how this citizen-populated Board, with the leadership of the Chief Appraiser, develops the annual tax digest annually in accordance with applicable laws and professional standards.

 

 

August 21 - atlanta-fulton county Emergency management agency / 911 Services 

EMERGENCY SERVICES / ATLANTA FULTON COUNTY MANAGEMNT AGENCY (AFCEMA) 

The Atlanta-Fulton County Emergency Management Agency is the lead county organization responsible for providing management and coordination of mitigation, preparedness, response, and recovery activities within its area of responsibility. The Emergency Services E-911 Center provides emergency radio dispatch services for 13 public safety agencies within Fulton County. The Emergency Communications 9-1-1 Center serves as the after-hours point of contact for Fulton County Code Enforcement and the Fulton County School Police. Participants will learn “on-the-job” how these first-responders and safety personnel provide critical, life-saving services every day.

AUGUST 28 - Public Works

PUBLIC WORKS

The mission of the Public Works Department is to protect the health, safety and welfare of citizens through systematic planning, construction, maintenance and operation of the water, wastewater, storm water and transportation infrastructure in the most sustainable, efficient and environmentally sound manner.

september 9 - Library (TUESDAY) 

LIBRARY SYSTEM

The Fulton Public Library System serves as a cultural and intellectual center that enhances the community and empowers all residents with essential tools for lifelong learning.

september 18 - Arts & Culture / SELECT FULTON

ARTS & CULTURE
Through community-based centers, Fulton County Arts & Culture provides residents with direct services in the arts such as arts instruction for all ages including visual art, dance, theatre, music, multi-media, creative writing and quilting. Participants will learn how arts and cultural events including exhibitions, plays, concerts, poetry readings, book-signings, dance concerts and other programs enrich the lives of residents.

SELECT FULTON
Select Fulton is the economic development organization for Fulton County and was formed in 2016 by combining the Development Authority of Fulton County with the County’s Economic Development Division. Participants will learn how Select Fulton works with local municipalities, chambers of commerce, utility companies and community partners to stimulate economic growth and develop our workforce.

  

 

sEPTEMBER 25 - Tax Commissioner

TAX COMMISSIONER 

The role of county tax commissioner is established by the Georgia Constitution an is an elective office. This official is responsible for receiving and processing applications for homestead exemptions; serving as an agent of the State Revenue Commissioner for the registration of motor vehicles; and performing all billing, collecting, disbursing and accounting for ad valorem taxes (property taxes) collected in counties and municipalities that choose to use the services. Participants will learn how this office serves the public and about convenient customer services innovations.

October 2 - Senior Services / Community Development

SENIOR SERVICES / COMMUNITY DEVELOPMENT

The Department of Community Development is an organization that seeks to strengthen people, families, and communities through human services partnerships with various community organizations and outreach programs. Participants will explore community needs and services. The Department of Senior Services connects residents to the appropriate resources to aid and support their goals for active aging, care and self-sufficiency. Participants will learn how the Department’s comprehensive services support persons to age in place with respect, quality and dignity. Participants will learn how an array of evidence-based and innovative programs positively impact and improve the lives of seniors.

October 9 - Registration and Elections

REGISTRATION & ELECTIONS

The Department of Registration and Elections is responsible for conducting elections in Fulton County and registering voters who reside within Fulton County. Participants will learn how this department coordinates with the State of Georgia and County municipalities to conduct elections.

Fulton County Courts

Fulton County has an extensive system of courts, legal departments, and detention center. Participants will learn how Fulton County is implementing critical justice reforms, linking to needed behavioral health treatment and support services and coordinating with the 28 local law enforcement agencies in the County.

october 30 - Law Enforcement

Fulton County Police Department

In 2025, the Fulton County Police Department is focused on recruitment, officer training, and community engagement. Key initiatives include implementing the updated Georgia P.O.S.T. Basic Law Enforcement curriculum, investigating officer-involved shootings, and strengthening relationships through participation in community events.

Fulton County Sheriff's Office

Under the leadership of Sheriff Patrick “Pat” Labat, the Sheriff’s Office is prioritizing public safety, staff development, and improved jail conditions in 2025. Efforts include enhanced training on use of force, gang violence prevention, and policy updates. The Office is also engaging the community through the 2025–2029 Consolidated Plan and expanding partnerships to improve service delivery.

Fulton County Marshal's Department 

The Marshal’s Department ensures the enforcement of court orders and civil processes across Fulton County. Their duties include executing evictions, providing courthouse security, and participating in outreach initiatives like the Junior Deputy Program, reinforcing their commitment to both justice and community service.

november 6 - Behavioral Health & developmental disabilities

BEHAVIORAL HEALTH & DEVELOPMENTAL DISABILITIES 

The Department of Behavioral Health & Developmental Disabilities provides access to behavioral health services for children & adults, as well as services for adults with developmental disabilities. Participants will learn how these departments serve individuals, families and communities.
