Adult Mental Health
Fulton County provides comprehensive mental health and substance use services to all residents, regardless of their ability to pay. We serve uninsured adults and veterans, including those with Medicaid or Medicare. We offer facilities conveniently located throughout Fulton County, including Atlanta, North Fulton and South Fulton. Therapy services for common mental health concerns—including depression, anxiety, addiction, and other emotional and psychological issues—are provided free of charge or offered on a sliding scale based on income and family size.

Documents Needed:
- Proof of Income (two most recent pay stubs) or a wage statement from the Georgia Department of Labor
- Proof of Fulton County Residence (a bill or mail in your name showing a Fulton County address).
- Georgia issued state identification and current mail. Bring a jail record if recently released.

HIV
Early Intervention Services
Fulton County offers
HIV Early Intervention Services (HIV EIS) as an integral part of its comprehensive behavioral health care system. These services are designed to support adults (ages 18 and older) who are currently receiving or seeking substance use treatment through DBHDD-contracted providers.
Services are available at The Center for Health & Rehabilitation and the South Fulton Service Center, and are delivered at no cost by a certified HIV Counselor and Health Educator trained in rapid testing and prevention. Clients are screened using Insti Rapid HIV tests, which provide immediate results unless additional confirmatory testing is required.
Key Program Features:
- HIV prevention counseling and education offered to every individual enrolled in substance use or mental health treatment.
- Prevention education groups, risk reduction counseling, and HIV testing facilitated by a dedicated full-time HIV EIS staff member.
- Confidential HIV/AIDS testing provided as a standard of care, with referrals to anonymous testing upon request.
- Linkage to care for all HIV-positive individuals—whether newly diagnosed or self-identified—including referrals to medical treatment and social services through public health departments and community-based AIDS service organizations.
- Partner notification assistance when appropriate, to prevent the spread of HIV and promote early treatment.
This program is committed to promoting early detection, preventing HIV transmission, and supporting the overall wellness and recovery of individuals with substance use disorders. Through seamless coordination, education, and connection to care, HIV EIS helps ensure that vulnerable populations receive timely, compassionate, and confidential support.
