Water Rates

UPDATED January 23, 2023

Fulton County’s Board of Commissioners approved a series of 5% increases in combined water and sewer rates, effective January 1, 2023with additional increases on January 1, 2024, and January 1, 2025.

The increase will fund continued capital improvements to water and wastewater systems to provide high-quality services to the residents of Fulton County. For more information, visit

Fulton County features a rate schedule bi-monthly service charge and a volume charge for each utility. Fulton County uses an inclining water block structure for domestic users effective in the summer months of April through October (specifically April 1st through October 31st). Residential Water Use is billed on a 3-tiered pricing system based on each domestic customer’s base (a.k.a. Winter Average) consumption during the winter months of November through March (specifically November 1st through March 31st). Outdoor water use meter readings are combined with indoor use in calculating the baseline winter water usage. For new residences, the base consumption is 16,200 gallons. Monthly customer service fees cover the overhead costs for meter reading, meter maintenance and billing operations.

The 3-tiered conservation rate pricing system is designed to encourage efficient use of water without increasing the cost of base consumption for our customers. During the warmer months, water systems experience significant demand peaks as more water is used for irrigation and other outdoor uses. The tiered pricing system creates an incentive to use outdoor water efficiently, which helps to mitigate peaks in water consumption and moderate operation and capacity costs.

On April 19, 2017, the Board of Commissioners approved the 2016-2025 Capital Improvement Program (CIP) that outlined a series of improvements necessary throughout North and South Fulton to continue providing water and treating wastewater to the resident of our service areas. The County must provide funding for the capital improvement projects identified in that Program, and allocate costs to both existing and future customers. View rates or see the table below.
