PUBLIC NOTICE - Fulton County’s Youth Homelessness Demonstration Program (YHDP) - Project Applications Now Open

Fulton County is accepting new project applications as part of its Youth Homelessness Demonstration Program (YHDP) submission to the U.S. Department of Housing and Urban Development (HUD), under Assistance Listing Number (ALN) 14.276.

Organizations dedicated to ending youth homelessness are invited to apply for YHDP funding through HUD's e-snaps system to help expand housing and support services for young people in Fulton County, GA.

Eligible Project Types:

  • Transitional Housing (TH)
  • Supportive Services Only (SSO)
  • Supportive Services Only (SSO), including Coordinated Entry (CE)
  • Homeless Management Information Systems (HMIS)
  • Planning

Application Deadline: All project applications must be submitted in e-snaps by 5 p.m. ET Tuesday, August 4, 2026, to be considered for inclusion in Fulton County's YHDP Priority Listing and Consolidated Application to HUD.

How to Apply:
Interested applicants must have an active e-snaps account and complete the required project application, including all applicable HUD forms, certifications, budget, and attachment screens. Submitted applications will be reviewed by Fulton County for inclusion in the community's Priority Listing. 2025 CONSOLIDATED ANNUAL PERFORMANCE REPORT


The Program Year (PY) 2025 Consolidated Annual Performance and Evaluation Report (CAPER) illustrates Fulton County Georgia’s Department of Community Development collaboration to coordinate funding to enhance community development activities and services to its citizens. This report summarizes how Fulton County funds were invested and reimbursed by federal funds between January 1, 2025, through December 31, 2025, to support the goals and objectives identified in the 2025-2029 Fulton County Community Development Consolidated Plan.

2026 ANNUAL ACTION PLAN

Fulton County receives funding annually from the U.S. Department of Housing and Urban Development under the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. The Department of Health & Human Services, Fulton County Department of Community Development, is the County’s designated department responsible for the federal grant programs. One of the requirements for receiving these funds is the development of a five-year Consolidated Plan for Housing and Community Development (CP) to provide policy direction for the next five years of funding decisions. The County prepared a new Five-Year Consolidated Plan for FY 2025-2029. The Consolidated Plan is the basis for allocation priorities and actions for FY 2026.
